Disclaimer: I am not a developer of the game. My notes below come from my experiences and gameplay, as well as those of others. I will try to keep this as up to date as possible, as new patches come out or changes are made.

This ghost has 3 abilities; two are more important than the other (in my opinion).
1. Ghost Photos
First and foremost, a Phantom will not show up in a ghost photo. Photos you attempt to take of a Phantom will have no electronic interference. Also, after snapping a picture during a ghost event, the ghost model will disappear while the event sound/music continues.
Test: During a ghost event, snap a photo of the ghost. If the ghost model disappears, but the sound/music of the event continues, you have yourself a Phantom.
Test: If you snap a photo of the ghost during an event or hunt, check the Journal. If the photo is labeled "Ghost" but there is no electronic interference, you have a Phantom. Also, the ghost model will not show up in a picture.
This test is useful in case the entire ghost event happens to end right after you snapped a photo, perhaps because you or someone else got too close to the event. This can leave you unsure if the ghost model disappeared because you took a photo, you got too close, or the event was just over.
Electronic Interference References: Notice in the first photo below, the photo has electronic interference. This is not a Phantom. Keep in mind that even if the ghost is NOT a Phantom, it may still be hard to see or even impossible to see in the photo. Knowing the difference between having electronic interference in the photo and having none is a better way to determine Phantom.
Notice in the next photo below, there is no electronic interference in the photo, even though the photo is labeled "Ghost". This was a photo of a Phantom. (You can also clearly see there is no ghost model in the picture because there was enough lighting in this photo.)
2. Blink Pattern
Maybe you have a shy ghost who isn't giving you any ghost events. Luckily, you can also identify a Phantom based on its blink pattern during a hunt. During a hunt, a Phantom will flash visible only every 1 to 2 seconds, as opposed to every 0.3 to 1 second for other ghosts, making it harder to see, loop, and photograph.
Test: During a hunt, loop the ghost around a safe location (if possible) and watch its blink pattern. If it is less visible than other ghosts, it's a Phantom. You can also stay near a hiding spot, lure the ghost to you and watch, then smudge and hide.
Intuitively, you might find yourself losing the ghost's position more often because it is less visible.
3. Teleport/Roam
The Phantom's final ability is its teleport/roam ability. To be honest, I'm no longer sure if it is a teleport like the Wraith, or a roam like the Banshee. I used to be certain it was a teleport.
The Phantom will choose a target player (target can vary within same game) and teleport/roam to it, leaving an EMF 2 at the ghost's ORIGINAL location.
Honestly, I don't find this a very useful ability to identify the Phantom. The only thing I can say is that if you get a random EMF 2 that you cannot attribute to a door/light switch interaction, keep the Phantom in mind (along with Wraith and Banshee). Also, if you get interactions near you when you know you are far from the ghost room, keep Phantom in mind (and the other 2).
